NAVAIR 1.1 RRASS (Contract # N00421-10-A-0007)

Summary: The AIR-1.1 Naval Air Systems Command (NAVAIR) Program Management Community Support Department has awarded four Rapid Response Acquisition Support Services (RRASS) contracts in support of the Program Executive Officer's (PEO) and NAVAIR Assistant Commander for Acquisition for NAVAIR Programs (AIR-1.0) and their projects, subprojects or components within or subsets of their total designated programs. The efforts to be performed are intended to support the various Program Management Air (PMA) Office's and Integrated Program/Product Teams (IPT) at NAVAIR by providing acquisition expertise and supplemental processes to assist in all phases of the Department of Defense (DOD) procurement process and the life cycle support of Aircraft, Aircraft Components/Subsystems, Missiles, Unmanned Aerial Vehicles (UAVs), Ordnance/Bombs, and support related items. The Acquisition Support Services assist program/project leadership, acquisition management, program/technical integration, program assessment and restructuring, optimal acquisition contract strategies, and complex studies and analysis appropriate to support various PMA's through issuance of program/project specific Delivery Orders (DO) awarded under one of four Basic Purchase Agreements (BPA). Contractors shall provide trained personnel, processes, tools, and technical knowledge to conduct analyses, and provide performance related products and services. The nature of the work requires that DO's be funded with the appropriate funding type for the work performed as determined by DOD guidance in concert with the specific program office being supported. Tasking can be funded with; Research, Development, Test, and Evaluation (RDT&E), Acquisition Procurement, Navy (APN), and Operations and Maintenance, Navy (O&M,N).

These contract vehicles are intended to support time critical requirements of relatively short durations where highly skilled acquisition expertise is needed but not immediately available from within the users' parent command or the acquisition community. They support both well defined tasking and tasks where the amount or duration of work cannot be predicted and, as a result, where the costs cannot be estimated realistically. As such, each DO period of performance (POP) is limited to a maximum of 12 months and each can be awarded under either Firm Fixed Price (FFP) or Time and Materials (T&M) contract line items.
